The Court's 1999 Term begins where its 1998 Term ended, with questions of federalism once again high on the Court's agenda. This year, however, the Court's consideration of those questions comes even closer to core concerns of the civil rights community. The Court has already agreed to hear three civil rights cases involving important federal statutes in which the state's rights claim prevailed below.
