The draft updates to the FBI’s Domestic Investigations and Operations Guide (DIOG), which instructs agents on how and when they may conduct investigations, significantly expands the FBI’s investigative and surveillance authority and reduces internal oversight, threatening Americans’ privacy rights. The new DIOG would allow the FBI to search for information about people in commercial and law enforcement databases on their own initiative, without requiring any hint of wrongdoing or even opening official investigations, significantly reducing accountability.
