ACLU’s Federal Recommendations on the Use of Cell Site Simulators

Recommendations from the ACLU on the use of cell site simulators, commonly called Stingrays. These devices are being used by law enforcement and the federal government as a way of collecting unique information about mobile devices in a given area, tracking the location of phones, and intercepting the content of certain communications. The ACLU recommends that policies governing the use of Stingrays and similar devices be reformed to comply with the Fourth Amendment, better protect civil liberties and privacy, and ensure effective judicial and Congressional oversight.
