In this vote recommendation, the ACLU urged members of the Senate to defend the Constitution and vote “YES” on S.J. Res. 54. This joint resolution would terminate the so-called “national emergency” declared by President Donald Trump on February 15, 2019. Congress must make clear that it will not tolerate this unprecedented, dangerous expansion of presidential power and assault on Congress’ role under the Constitution.
