Paper outlines the rapidly growing ties between the NSA and CIA and the Kingdom's surveillance apparatus after a 2012 Director of National Intelligence policy expanding US Signals Intelligence cooperation with third parties. According to the Paper, the US provides technical and material support to Saudi agencies such as the Ministry of Defense and Ministry of Interior in exchange for intelligence concerning individuals or entities of interest in the region. Challenges to the partnership include frequent Saudi requests for sensitive technology and expertise that US authorities are reluctant to share, although the mutually beneficial partnership is deemed to be promising in the future.
