The ACLU submitted this statement for the record in connection to the Senate Homeland Security and Governmental Affairs Committee hearing, “Countering Domestic Terrorism: Examining the Evolving Threat,” on September 25, 2019. The testimony urges Congress to hold law enforcement agencies accountable and to ensure they have the training and resources to address the increasing levels of white supremacist violence effectively and consistent with the Constitution. Congress must not expand or entrench domestic terrorism authorities that have harmed communities of color and are the very communities it seeks to protect.
