The ACLU sent this letter on S. 1917, the Sentencing Reform and Corrections Act of 2017 (“SRCA”), to the Senate Judiciary Committee as it prepares to consider the bill. The letter expresses overall support for the legislation, which is a first step to address the problem of mass incarceration in the federal system. It also outlines criticisms of the legislation, including the expansion of mandatory minimum sentences for certain crimes. In its entirety, however, the ACLU supports the bill because it is the most significant criminal justice reform legislation to be considered by Congress since the Fair Sentencing Act of 2010.
