ACLU Letter to Senate on ARTICLE ONE Act (S. 764) to Reform National Emergencies Act

In this letter, the ACLU urged the U.S. Senate to support the ARTICLE ONE Act (S. 764) due to its reforms of the National Emergencies Act of 1976 (NEA) that would re-establish key checks and balances in the presidential emergency declaration framework and enable Congress to more effectively oversee the process. At the same time, we urge Congress to approach overhaul of the NEA procedures as a first step towards further reviews and reforms of the president's delegated authorities that are available for "emergency" use, including the International Emergency Economic Powers Act and the Immigration and Nationality Act.
