The ACLU submitted this letter for the record in connection to the September 18, 2019 hearing in the House Judiciary Committee’s hearing, “Oversight of the Foreign Intelligence Surveillance Act.” The letter urges Congress to use this opportunity to pass comprehensive surveillance reform that remedies the deficiencies in the USA Freedom Act of 2015. Absent meaningful reform, the ACLU urges Congress to sunset Section 215 and the other expiring Patriot Act provisions.
