Thirty-two groups joined this coalition letter in opposition to an amended version of H.R. 4478, sent to the House of Representatives in advance of a scheduled floor vote. The legislation fails to meaningfully address the litany of surveillance abuses that have occurred under Section 702, risks codifying current illegal practices, and could be read as expanding surveillance under Section 702.
