Coalition Letter Urging Support for the USA RIGHTS Act

This October 24, 2017 coalition letter, signed by the ACLU, urges Senators to support the USA RIGHTS Act, a bill that would meaningfully reform U.S. surveillance practices conducted under Section 702 of FISA. Notably, the bill would close the “backdoor search loophole” by requiring a warrant before the government searches though Section 702 databases for information about Americans. Other reforms include permanently ending the practice of “about” collection, making clear the government must give notice when it uses Section 702 information against individuals in proceedings, and establishing standing for litigants to challenge unconstitutional surveillance.
