ACLU Submission to the UNODC on Strategies for Reducing Reoffending in the US

Document Date: September 2, 2022

On August 26th, 2022, the ACLU made a written submission to the United Nations Office on Drugs and Crime on strategies for reducing reoffending in the United States. The submission addresses overreliance on the carceral system in the U.S. and systemic deficiencies contributing to recidivism, including the lack of programs supporting rehabilitation, solitary confinement, and the parole and probation system. The submission also provides examples of promising programs in the U.S., efforts by the U.S. Department of Justice to address recidivism, and other legislation models addressing contributors to recidivism. By supporting holistic reentry and removing structural discrimination and stigmatization that people who are formerly incarcerated face, the likelihood that individuals will recidivate will significantly decrease.
